Jackie Peat
President
Jackie has been teaching with Regina Catholic Schools for 32 years. She is currently the principal of École St. Elizabeth. Jackie has had the pleasure serving on the SSBL as a Member at Large, Secretary, and now as President. Through the SSBL, Jackie has been able to make connections with the Canadian Association of Principals and now holds the role of Western Canadian Vice-President of CAP.
In her personal world, Jackie and her husband of 33 years have raised three wonderful children and are enjoying watching two grand-daughters grow and explore the world around them.
Cristin Dorgan
Vice President
Cristin Dorgan Lee is a principal in Greater Saskatoon Catholic Schools in Saskatoon. In her role as an instructional leader she advocates for supports learning calling for high learning expectations for all Indigenous students. As a life long learner her PhD studies is focused on equitable education for all learners with a focus on the experiences of Metis Administrators in Saskatchewan’s publicly funded education system.
Paul Owens
Treasurer
Paul Owens has been an educator with Regina Catholic Schools since 2010 and has seven years of experience in school administration. He currently serves as Vice Principal at St. Raphael School and has also taught at the University of Regina. Paul is in his first year on the SSBL Executive and brings leadership experience from his role on the Executive of the Regina Catholic Administrators Association and his work with the RCSD DEIA committee . Paul holds a Master of Education and a Master of Arts in Religious Studies. He is married to Jennifer, a fellow educator, and is the proud father of three boys aged 19, 16, and 14.

Natalie Mitchell

Natalie has been teaching with Regina Catholic Schools for 20 years and she is currently the Vice-Principal at St. Nicholas School. Natalie has had the opportunity to be a member of the SSBL since 2022 as a member at large. She is currently the co-chair for the CAP 2026 Regina committee. Natalie and her husband, Cory, have 2 incredible daughters (aged 15 and 19). Away from school, Natalie loves gardening, camping, figure skating, and swimming.
Joe Filson
Member at Large
Joe Filson is a Vice-Principal at Henry Braun Elementary School in Regina. He has been teaching for 20 years – half of them with Regina Public Schools and half of them with Horizon School division. Joe has been a member of the SSBL for 2 years. He has been an administrator for 11 years. Joe has 3 children ages 8, 10, and 13 that are crazy about hockey, dance, and football.
Lee Garinger

Lee is the Principal of Regina Catholic Schools Learning Online, an innovative faith-based online high school program serving students across Regina and surrounding areas. With a strong background in educational leadership, Lee specializes in creating flexible, student-centered learning environments that prioritize mental health, academic accountability, and inclusive support structures. He is deeply involved in program development, curriculum design, data-driven planning, and cross-agency collaboration to ensure student success in both virtual and hybrid models. Lee is also an active contributor to educational conferences, policy planning, and special initiatives that promote equity, digital literacy, and wellness in education.

Matt Brown
Member at Large
Matt Brown has been a school-based administrator for over a decade and is currently the Principal at Lumsden Elementary School in Prairie Valley School Division. Matt’s daily work is rooted in the belief that all people matter and deserve to live a life of purpose and joy. As a leader, he appreciates working through complex challenges and helping employees to see their potential by understanding their unique strengths and engaging in collective capacity building. In his professional and personal life, Matt is driven by curiosity, passion, and balance. Above all, Matt is a partner and a father. He is deeply grateful for his wife Heidi and their five children – not to mention their six dogs!
